Emma Willenborg is a PhD student in public policy at the University of Maryland School of Public Policy. Her research interests lie at the intersection of social protection, climate change and human development, including the role of social protection in shock response.

Willenborg has worked as an international development practitioner for over 10 years with a focus on social protection, agricultural development, food security and livelihoods, and economic development. She has experience in project management, research and monitoring and evaluation at various development organizations including Millennium Challenge Corporation, the World Bank and Chemonics International. Willenborg served as a Peace Corps Volunteer in Madagascar and holds a master’s degree in global human development from Georgetown University.
